Earl, was this discussion with SHPO back in the days when we repaired the existing bays ? It wasn't too hard to get cross-wise with them at that point. I seem to remember it was the New Mexico office that was giving us most of the trouble.
Maybe with the proper case presented we could get a better decision, but of course I don't think I will ever forget your comment "yea it only took you a week to repair the existing 2 bays, and you only have 47 more to go". Or something like that !
