Not to be contrary and I could be wrong here but I thought #40 had something like 22,000 - 25,000 lbs tractive effort. #12 only pulls 15,000-16,000 which isn't enough (at least not for operations equivelent to last years').
I'm not complaining, it's good news that #12 will be back in service (anytime a steamer goes back in service it's good news), but we're still a few tons TE short of a full train. So to speak.
