ballast cars

i realize the fra guys really like huck bolts but are they now required? i thought you could use two nuts and weld the top nut and that that was acceptable. grade 5 or 8 bolts wouldnt be that hard to install, unless a huck machine can be found...
if the cars are rivited then they need to be repaired rivited, if one section is welded then that part will be so rigid it will break the rivits on the next section *sigh*
