Not necessarily it's worse than that.
Breckenridge will have to
operate #9 in order to receive it. I don't believe they have any track to do so. However the CHS will supply "a substitute engine that will be of a cosmetic quality, similar to #111" to Brekenridge once #111 is shipped to Georgetown. What I believe the CHS is doing is buying itself time. They're taking #111 with a promise of replacing it when it's operational - which will take 18 months - 2 years. During that time all they have to do is to find a similar engine and make
that one available to Breckenridge. No specifics. So they could go find some standard gauge engine and provide that to Breckenridge and still be within the bounds of the agreement.
Whether anyone in Breckenridge would give a hoot is another matter, but this whole thing appears to be more CYA than anything else.
