Could the fact that these engines were used on the Cima Hill where the rail was still light be a factor? Even if they were not the best of steamers they were among the biggest allowed on that line. Maybe they traded off the poor steaming for greater tractive effort over the 268 and 278.
I forgot the actual srapping date for the C-21's but they didn't last long after the Narrow Gauge Circle was broken with the Water Shed Project up there.
Too bad Bob Richardson didn't get one of the C-21's. He told me the story years ago of negociating for one and they scrapped it from under him during negociations. He was bitter for a long while after being that.
