This is where it gets interesting. So the 483 had authority to run to Chama, but was stopped by the slip out. And then appatently multiple trips were made between Durango and the slip out to bring in loads of slag. And no sign of any orders for those moves. I'm going to guess all that was done under flag protection. This is were railroading becomes an art not a science.
