I would hope that the number of cars was based on how much that the refinery had in storage at a given time, and the number of loads corresponds to the amount needed to maintain that storage for an even through put. Otherwise, I have a great amount of sympathy for the refinery manager who would have to deal with a wild variation in the amount of his source material and thus affect his daily operations.

A daily average of 7 cars would be required to maintain the 1000 barrel capacity of the refinery, so there had to be quite a bit of storage on site for things to run smoothly, thus my suspicion that the refinery may have specified the number of cars that it needed in any train from Chama.
