No law was broken as no law enforcement person stopped them. They just happened to get away with something illegal and caught themselves in time to prevent major embarrassment.
Now if someone were to tip off the media about unprotected asbestos sitting who knows where..... a whole lot of people would have their collective butts in a sling.
