While a cattle guard made from recycled rails is not uncommon, note that in the photo in Dave's original post the "head" of many of the rail ends have been drilled with a pair of holes. I suspect that is the point of Dave's "Why?" question.
Normal fishplates / rail joiners are bolted through the narrow vertical web of the rail, not through the head. Here is a photo illustrating that ...
