Thanks, Jay. As usual, your proximity and willingness to ask gives us insight and explanation we don't get anywhere else.
In my world (DoD), Mr. Spurlock's role would be called "Quality Assurance", a vital function to insure attention to things that can get lost in the expediency of the situation as well as give the EDA visibility in the effort.
The "program manger" function in my world would be called "program control", responsible for tracking funds, schedules, and other "bean-counting" activities.
Works for me...
