Here is MY understanding, based on published reports, and private discussions with those who are involved.
Andy Spurlock of Starfire Engineering was hired by The Commission to perform the function of "Locomotive Program Engineer' for the EDA grant money.
He reports to the Commission.
This is a function that is required by the EDA.
This function does not entail 'management', 'setting priorities', 'directing the work', or anything of the kind.
The function is to assure the shop management as well as the EDA that they are doing things in accordance with accepted engineering standards.
As I understand it, the shop management is very happy to have Mr. Spurlock on board. Working in close consultation with Mr. Spurlock, they can assure the world at large (and the BBS armchair quarterbacks) that they are 'doing it right'. I would not expect to see any 'Starfire Team' swarming into the shop to 'set things right' as some have implied.
"Project manager" is different position. In this context it essentially means "Manage the paperwork", so that the EDA is assured that every penny they spent was spent for what it was intended. This job does not entail 'setting priorities', or 'directing the work'.
The Commission, in close cooperation and consultation with the EXISTING shop management, will 'set priorities', and the EXISTING shop management will 'direct the work', as they have been doing with excellent results, since November.
