BOTH outsourcing AND increased infrastructure are in the short-term and long-term plans, and those plans are being implemented as we speak.
Outsourcing seems to be seen by some people as an instant solution- a panacea. It's not quite that easy. Anyone who has ever had to outsource the making of a large number of widgets, knows what I mean. You can give 'em a plan, a model, an old part, and all the specs, and when they come back, you just pray that they are what you ordered.
Another problem with outsourcing is capacity and scheduling. Believe it or not, the shops that can do work for us are not just sitting idle, waiting for our order.
