The trailer was envisioned as a rail car only. But the primary message was to remember water is pretty heavy and you need to determine tank capacity from the truck's carrying capacity after you have deducted weights for crew, fuel and equipment. My guess is that a one ton truck could carry little more than 150 gallons of water (~1200 lbs) along with the other loads, thus the mini-tank car.
