Here in San Diego we have a constant fire problem along the right of way, especially when the SP steam engine is running. The brush is always dry and even a spark from steel wheel on steel rail can start something.
Typicaly a speeder with a crew of two follows the train with a trailer that has a water tank on it. That is all that I recall being used. I can check further if needed.
The idea of running a tank car and continually spraying water is creating a bigger hazard than helping. All that water encourages plant growth, giving you more fuel if there is a fire. Following with two speeders sounds like a better plan - one 5 mins behind the train and another 15 mins behind.
