That is a very major find. I assume that it got lost in exactly the same scenario that I described about the oil cup being punched into the ground and broken off as a locomotive tips onto its side. Here it tipped onto its top and punched the whistle into the ground, breaking it off in the process. Then when they jacked the locomotive up, the whistle stayed in the ground and nobody missed it or went digging for it. That is about the only way I can see any item being left behind, especially something relatively valuable, either functionally, or as scrap brass.
