Taylor, as I understood it, the plans are for the customer(s) to be served by M-7 and/or a leased or second hand SG dismal. Profits will be reinvested in the line to bring the additional mileage (between Orbisonia and Mt Union) back into service, and other MoW. Long range plans call for #16 to be eventually brought up to full FRA compliance to handle any trains between Orbisonia and Mt. Union. M-7 will have that honor until that time.
I think Joe Kovalchick is currently doing the best he can with the hand he's been dealt, and deserves all the support we can give.
BTW: Yes, there is still one SG steam switcher in Mt Union, but the vandals have helped it a bit. The best guesstimates say $100K +/- to restore, making its fate something like the DRGW #483 in Chama. Also, the SG 2-track enginehouse at Mt Union is nicely painted and landscaped (due to pressure from the locals or help from the FEBT?) so it makes for an interesting contrast.
