It seems that the central issue is being danced around. As far as I can tell, the operator has no responsibilities for maintaining the historic authenticity of the C&TS. As such they can undo as much authenticity as the FCTS restores. Should not the operator, as a critical component of the railroad's survival, be held to historical standards just as are the FCTS and the commission? When operating such a historic treasure should not they be contractually obligated to maintain historic authenticity except when truly needed for the success of operations? If not, then the C&TS is just another tourist railroad with a lot of nice museum pieces around.
