You made some good points, Dick. The one that hit me is your asking the question as to who (or what) is responsible for overseeing the day-to-day questions concerning the historical aspects which may arise. Furthermore, what standards are in place to guide these real time decisions. It seems to be that so many of the historical decisions are more strategic than tactical in nature. It's one thing to preplan, as in the case of many FRIENDS projects, and another where historical decisions may have to be made on the spot. Should this be left to the discretion of the operator, or is there need for a more removed person or entity which can quickly respond? I don't have an answer.
But in any case, there needs to be some method of heading off things like the, IMHO, ill advised repainting of 489s tender (to state one example). A little thing, obviously, in the overall scheme of things, but you add enough of these minor items together and that last little drop in the bucket can cause the bucket to overflow.
