Doug, I wonder if plowing down hill in the steepest part of the line would be problematic in that any time the rotary has to be pulled back to clear it out, you'd have the grade working agianst you, plus it might be harder to control the rate of forward travel with air brakes than it would be with steam pushing. Stopping quickly without further pluging up and or derailing the plow as the engines bunch up against it might be a further problem. Just a guess from the peanut gallery.
