I can think of a zillion reasons why the rotary shouldn't be used this year. For one thing, it damn near self destructed the last time. By the time they would get around to snow removal, it's had lots of time to set up like wet concrete, and that causes the plow to have a severe case of indigestion.
As heretic as it may sound, I'll betcha there is rubber tired equipment which will do the job. I haven't done any looking around, but is there equipment on the market - say perhaps the highway rotaries with the horizontal augurs - which will work?
Finally, I seem to remember the number being bandied about that it costs $2-3000/day to operate OY. 'Nuff said?
