Besides the answers that already have been posted, the time to use the rotary (if it was operable) would be now, right after a major snowstorm when the snow is soft and before it hardens into glacial ice. Maybe in a few years a late winter special could be run if OY was operable. But to wait until May just before the season starts just increases the wear and tear on irreplaceable historic equipment.
I was lucky enough to have seen it operate in person in the 90's and it is an experience not to be missed. And indeed it seemed like it was attempting to self destruct each time it hit a large snow bank. But as others have pointed out, there are easier, more efficient and less costly (dollar and wear/tear) ways to open the RR these days, and other, more important, priorities.
