The coaches were in serious need of rebuilding, but the popularity of the open gons, which had an equal capacity to the coaches was a better choice for the D&RGW at the time. And yes, the trucks were needed for them.

As you can see from my earlier post, the total number of cars didn't need to be increased, they just replaced three old cars with open gons.
