The cylinder sizes and the driver diameters match and the weight almost does.
I would really suspect that the design is based upon a standard ALCO logging 2-8-2 design that was placed upon a 3' gauge frame, etc.
I do not have a copy of the ALCO locomotive list, but a couple of good acquaintances do and one reports:

The cylinder dimensions don't seem correct to me on the Peruvian 2-8-2s, but that is what it shows in the ALCO [handwritten] list. These engines were superheated.
I checked the specs of the SV engines against some other data, and it is similar:
44-19x20-128000-92000-210-42100 No mention of them being superheated,
The photo copy I obtained from ALCO Historic Photos shows an engine with 19x20 cylinders -- not 19x30!
