I wonder guys if we don't need to look at the dynamics of the train schedules to see why the K-28's may never have been seen on the RGS. Until 1939 we had three passenger trains that required the K-28's. The San Juan, Chile Line and the Shavano. The daily schedules would have required six on the road at all times. Two from Salida and four from Alamosa. If we had one spare engine at each shop to backup the engines on line that would tie up eight engines of the ten. If one is in the shops at all times under repair that only leaves one engine available for the RGS. Just maybe that has more to do with them never showing up there.
