This debate is as old as photography itself and possibly older. During the US civil war photographers did their stuff but lithographs were created by artists "interpreting" one or more photo's of a scene.
Likewise I recently watched a documentary about one of the "official" WW1 photographers. He had an image published of the trenches in france with bombs going of and low flying aircarft overhead. In fact it was a montage he had created from 3 photos and submitted as a factual view of war at the front. It was a front page photo and it got his superior officers really upset - almost to court martial level!
So in the end Photoshop is just a photo lab in a computer. No big deal. But if you colorize someone elses work or create an image that was not real then I believe you should give credit to the creators of the original work - just as has been done.
