This edict from Reuters (the oldest international news agency) is the result of some recent controversies from frankly fraudulent photo journalism. An example is the recent war between Hesbollah and Israel. Apparently some photographers "enhanced" damage done by the bombing of Beriut. I believe the controversy resulted from added "smoke". Photojournalists make their living selling their images, and an unfortunate trend in journalism in general is fraudulent reporting.
Colorizing has been controversial from the start. It looks great, but the $64 question is "is it correct?". Recently there was some question as to whether the 315 was "striped" with aluminum of white. Careful study of a rare color photo taken prior to 1940 showed it to look like aluminum was employed for striping.
