Obviously not. Considering the rarity and historical significance of #463 it should be the next in line after the #489. Resources are tight and it will be a big surprise to me if any other engine is added to the roster after #489! With this in mind, it makes more sense to do the FRA boiler inspection and refurbishment of an engine that was running only a couple of years ago rather than try and restore an engine that hasn't run in decades!
The same argument would hold true for the #497. Why restore any other K-37 when you have one that was running only a couple of years ago?
If I'm not mistaken, restoration of #463 would be more economically feasible than #497. Of course, I'm biased! I love the #463 and want to see her back under steam as soon as possible!
