It was planned for the No.9 to be out of service the last week of August to facilitate maintenance on a number of issues, in order to assure no problems with No.9 protecting the schedule for Labor Day weekend. It was not anticipated that the diesel No.21 would not be in service at this time, which would have covered the schedule.
