Well, I checked on 4228 and couldn't find it listed in any of the notes I looked at for 1938. So you'll have to help me out.
Here's the thing about those old coal cars; they were flatcar fodder for the scrapper if they were still around in 1938. Not saying 4228 wasn't in service in 1938. Not at all. None of the inventory lists I looked at listed it as either a coal or a flat. So gimme a cloooooo....
