With no register for extras at Carbon Jct, it seems the order for 497E to meet the Westbound would indeed hold 497E at Carbon Jct until they had met (otherwise, the Westbound could never leave). This despite 497E being superior by direction to the Westbound and could simply go on to Farmington from Carbon Jct without waiting. To issue the order in this way makes sense if 497E is to wait for Farmington cars.
