The more I look at this, the more puzzled I get.
It looks like (a) the dispatcher wanted to put everything on one train order, and (b) 497 is going to pick up loads from the westbound and take them to Farmington. But the last statement in the order can't ever come to pass, can it?

If X498-496E leaves Durango ahead of X497E, there will never be a situation where X497W would need to "have right over" X498-496E.
And even if X497E leaves ahead of X498-496E (and gets passed at Carbon Jct.), X497W can't possibly come into existence before X498-496E passes Carbon Jct. X497E can't leave Carbon Jct. for Farmington before meeting X478-494W, which can't leave Ignacio before meeting X498-496E.
The clause would make sense if something happened and the Ignacio meet had to be cancelled or moved on a later order, and there was no way to deliver additional orders to X497W at Farmington. But as part of this order, it is a useless authority.
Or am I missing something?
