Let me add a little here. There is nothing wrong with pipe dreams, orlofty long-range goals. But you have to remember that the pie in the sky goals are usually difficult, at times impossible, to achieve. Best to set them in very slow drying cement, if you set them at all.
What usually makes the best business plan to set an attainable goal, even if it is a bit lofty. At the same time, set intermediate goals to reach that can be done.
So let's say the long range goal is to run trains on a 5 hour schedule. Intermediate goals could include:
1. Ballast and tamp the entire line.
2. replace ties
3. Retruck passenger cars
4. Have 5 operational locos.
5. New maintenance facility at Chama
And the list goes on. Most of these have been started, but the lack of capital for these enhancements is frustrating.
