I would say the main reason they haven't done such a plan is at this point in time it is just dream, and they feel they have more important things to do that can improve operations in a shorter time frame. Good management priortizes their efforts. Secondly, perhaps they don't agree with your assumptions. It takes things other than train capacity to get folks to Chama to ride the trains, Running more trains does not necessarily increase patronage proportionately. And marketing does not necessariy solve all those things.The weak point in plans is usually the assumptions, and your assumptions are not necessarily no brainers.
But increasing track speed is probably a good idea for a lot of reasons, and is a by product of improving safety and ride quality, and reducing wear and tear on equipment. And other things may evolve over time, like increased tourist facilities in Chama and perhaps even Antonito.
So perhaps at some time in the future your assumptions will turn out to be good, and such a plan will evolve. But right now it falls more into the dream category. But dreams are good.
