Gee Rod, did you happen to notice that the "master plan" for the C&TSRR by Unit Design doesn’t even mention the 227 pieces of rolling stock either -- nothing about locomotives, passenger cars, historical equipment, etc. How can you have a plan for an operating historical railroad without even accounting for the railroad’s equipment? I could go on. As you correctly pointed out, that "plan" was a creature of the old Commission which was replaced at the end of this past November by the Governors of the two states. The new Commission is quite competent, but don't expect miracles, time is needed.
If you have an interest in reference material that describes all of the assets and property of the C&TS you might want to go to the Friends Web site where you can now download .pdfs of the 114-page registration of the railroad as a “National Historic Site of National Significance”. Try www.cumbrestoltec.org/documents.php. This submission was a multi-year effort by the Friends, and only about six weeks ago it was accepted by the Registrar. It constitutes a fundamental building block for any true master plan, so there is progress.
