Being very much the "outsider" (as far as many of you are concerned), Mr. West has hit the nail on the head---the pols in both Santa Fe and Denver are starting to look at the C&TSRR as a black hole. The Commission has no plan, the two states have no idea as how to finance the railroad, and as a result, the C&TSRR is a cripple in every sense of the word. As far as money from Denver, it will be difficult, last August, the JBC was lied to by reps from the former operator and the RR Commission. That will be a very steep hill to climb. Governor Owens favors more money, but several on the JBC doesn't tink it is even worth discussing. How does the RR get over that hurdle? Til that question becomes answerable, will Colorado do anything?
