I also have a "less than basic" understanding of Spanish, but I have never felt "unwelcome" in either Chama or Antonito. The more basic problem has been the "benign neglect" of the State of Colorado to the needs of the CATS. It is a problem that is faced by many states. Perhaps the passage of Ref. C will help to correct this problem.
I would hate to see the railroad be forced to terminate service at the Antonito end and only run the trains part way and return to Chama. I enjoy the "I think I can, I think I can, maybe" climb from Chama to the top of the pass, but the scenery to the east is just as breathtaking, especially the Toltec Gourge.
Only time will tell what happens.
