While you ask good questions, you obviously need to be better informed of the differences between the D&S and C&TS.
The D&S is VERY top heavy. I would say that more than half of those 80 jobs are management or some other department other than maintainance.
The D&S runs 4 to 5 trains a day through the summer and has 2 locomotives steamed up for the winter train. All this traffic needs to have running repairs and this does not allow alot of man-hours for the heavy yearly maintainance.
Lastly, with all the in-fighting among the "management staff", there is little cooperation between departments such as moving folks around where needed as needed.
Needless to say, comparing the D&S to C&TS is like comparing apples to oranges.
