It's with some reluctance that I'm chiming in here again. But as one who was around from the very beginning idea of the C&TS I feel obligated to add a few comments. (Incidentally, the idea of saving part of the railroad initiated in my basement in Los Alamos.) I can say without fear of contradiction that the idea of the C&TS was sold to the political powers mostly on the basis of the economic benefit to northern NM and southern CO. We didn't ignore mentioning the RR's historical value, but it was decidedly secondary - out of necessity. To hang the whole idea on history would have been suicidal.
Let's remember two things. Both northern NM and southern CO are, and have been, economically depressed areas, so the idea of funding the RR was as much a political decision as anything. It's hard to place a dollar value on history, but you sure can on the hardware of a railroad. And you can capitalize on the prospect of increased employment due to the presence of the railroad. Beyond that, forget it.
In answer to your question about publications, Jerry, there were several published in the late 60's, mostly to inform the powers to be. Kirchner & Associates did a feasibility study, and then there were the two that Terry Ross and I authored for distribution to the legislatures. I wish I could be more specific, but all of my books are packed away at the moment. But if you want to ask any specific questions on that age, I'll be happy to search my failing memory bank and tell you what I best remember.
