I'm glad you asked, Roger. I make no claim to special insight or expertise. I am just a poodle and accomplish most things, not by arguing, but by looking up to my friends.
In my opinion, a good, functioning marketing plan for the C&TS, MUST be formulated in harmony with ALL those vitally concerned— that means the Commission, the Operator, the Villages of Chama and Antonito, the Friends and the loyal RR fans all over the world who love the Road.
I think the new Commission Chairman, Rey Medina, understands that. So does the former Chairman, Carl Turner. I think the mayors of Chama and Antonito and the business people of both Villages understand it too.
Who's missing on this list? I'm afraid it's the Operator— the very entity responsible for developing and driving the marketing strategy. It MUST be brought on-board, not as a "boss," but as an EAGER, COOPERATIVE, and HUMBLE contributor, ready to listen and put in motion the plan jointly developed.
That's my first thought on the matter, Roger. There's much more— lots of details, but I always have to beg for my meals. Just ask me gently and I'll toss out some more food for thought.
