Unfortunately, the kind of crossing safety ignorance that's being related in this thread as occurring around Chama sounds like the type that "active" crossing protection won't solve, unless gates were included in the option.
Back to some OLI facts: over half of grade crossing collisions occur at crossings with automatic warning devices, most occur where train speed is less than 35 mph, 2/3 occur during the daylight hours, and 1/4 involve a vehicle hitting the side of a train.
The C&TS faces some unique problems as well: many people (including more than a few passengers) don't think of the train as a "real train"; the train runs on a more or less fixed schedule which tends to make drivers complacent; and trains are infrequent enough that some people assume the line is unused. Only education will solve such misperceptions. Maybe the OLI in New Mexico could organize a couple of "Officer on the Train" days and cite a few violators (with proper news media coverage, as well).
As to the local constabularies being unimpressed about grade-crossing safety: let's hope they never have the gruesome task of investigating a train-auto/truck collision involving injuries and fatalities.
