I'd have to agree with that for virtually everything operating in the East, with the possible exception of amusement parks. Out West, the Heber Valley and Nevada Nothern run coal burners exclusively.
Steamtown converted their oil burning Pacific to coal a number of years ago, and considering that oil would have to be found for about $0.35 per gallon to compete with the cost of our coal, its a safe bet that you won't see too many more coal burners converted to oil.
