Chama is located in this beautiful valley with trees, a river, forested mountains that are close by, and the temperature is rather nice even in the middle of a summer day.
Antonito is located on the high desert, virtually no trees, the mountains while visible are off in the distance, and it can be rather hot in the summer, though with the low humidity, the heat is not bad.
Like it or not, people tend to flock to water and avoid desert unless there is water there. Put in a river in Antonito and add trees and the people will come
