I have lived in California for most of my life including the period when Proposition 13 (the property tax limitation initiative) was passed. The reason that proposition was passed was because the politicians loved getting the additional revenue from the continual upward reassessments caused by rising property values, even though anyone who wasn't selling wasn't reaping any additional value from his property. Instead of lowering the tax rates to a level appropriate to the level of services provided, the politicians accelerated their spending on unnecessary projects to enhance their own political careers. The people finally rebelled and stuck the pol's with what they deserved. Instead of trying to demonize the promoter of this measure, do a better job of husbanding the public trust.
