The Shay was not bought to work on the NML logging railroad but to run over 50+ miles of the RGS railroad. As I suggested you need to read the history in Volume 7 of the RGS Story. Why should you jump to false conclusions? This is not where I should give the whole story away.
I guess this is where the engine did its first logging: "Timberman Magz. 2/1936: Oregon Lumber Co., Bates, is building 20 miles of railroad down the Middle Fork, half of which entails the widening of the narrow gauge to standard gauge specifications. The new road is headed into Camp Creek and will eventually reach the Knapp Track."
