First response to Dale....What Ohio Central Steam Program??... They have run steam a few times over the past couple of years, but I don't call that a program. Following up with NOTHING after all the hoopla of Trainfest, doesn't seem like a positive plan to me, but alas we have another big wing-ding for 2006! Then what nothing in 07!!!
A steam program by definition has dedicated employees to the steam engines, and right now I don't think there are any full-time OC steam people. Most are working on regular freight trains.

As for Western Maryland, the problem there is politics and who owns the railroad, just like the C&TS. When you don't have control of the property you are at the mercy of those with the purse strings, and we are seeing that with both the WM Scenic and the C&TS always in need of funding.
As for the Bike path, there is a way to get around the health and fitness issue. If I were riding the bike-path, I would have someone drive me to Frostburg and I would bike to Cumberland. That would be a nice ride...DOWNHILL!!!!

I sure wish folks who want a walking trail, would wait until the railroads are GONE first. Ohio Central has one next to their line near Newark, OH and its not pretty!
I can see it now, in 5 years after the train is gone the city fathers will be wanting to find some way to attract tourists to the Cumberland area!
