Actually, Kevin, the Ohio Central has never "run steam daily on regular freights." In fact, outside of a few break-ins and a couple of hours on a coal train in October 2002, , I don't recall steam ever operating on revenue freight. Passenger and photo specials, yes.
They did run a regular excursion program out of Sugarcreek, Ohio.
And the reason Ohio Central isn't operating public trips this year is more related to their recent increase in freight trackage (acquired from CSX) and liability than money. The Ohio Central is a very successful freight railroad.
