Kevin...just to add to what John said, the OC steam is really a collection of steam with one owner, and if that owner decides not to run, he has the right to do that. In this case money isn't the only factor in the mix. John and I both know the people on the OC, and as John mentioned its more of a liability issue,which granted is somewhat money driven.
The way I understand it, they stated they would not run "PUBLIC" excursions this year. That doesn't mean they won't run some steam. It just won't be for public consumption!
Last year they put a ton of effort into what they called "Trainfest 2004". It drew over 27,000 people, and was therefore successful.
For several years they operated a 10-mile RT out of Sugar Creek, which at one time hauled upwards of around 160-200K. It was kinda like the Strasburg of Ohio in Amish country and a nice short ride. Insurance premiums and low ticket prices caused them to reconsider their exposure.
As John says they have a working, profitable freight railroad, and do not want to jeopardize that in any way, since it supports the steam efforts directly, by providing the track, and other aspects.
I look for something in 2005 on OC. Stay tuned. They have already stated they plan to host the 2006 NRHS convention, so thats a big step. That should draw some national attention.
Bottom line their situation is not comparable to C&TS really.
