What you see is mostly 12th Street not Blair, and the 478 is halfway across the intersecting Blair. This looks like before the second track was added, and this track was cut back about a rail length. Nothing is boarded up--what you see is the aluminum paint on the Benson Hotel and the bottom floor was the County Club bar at this time, and upstairs, rental rooms, same as now.
