Another reason neither Rotary will likely run, is cost. Back in 1993 when the OY cleared the line I was told a figure of about $40,000 for the cost of that operation. Thats a lot of money, and in those days Kyle paid it. With the railroad always in a pinch for extra coin, I doubt anyone wants to spend that kind of money, unless it becomes essential.
Generally they can use a dozer at Cumbres, and nearby places like Windy Point, along with a potential snow-bucking train if it comes to that.
After what happened in 1999 with the 484 derailment, I doubt you will see many flanger runs, or snow bucking trains however.
Remember, the Rotaries, and flangers were most effective after recent snowfalls. In the modern era of snow removal on the C&TS, its been hard work getting through hard snowpack.
If the OY or OM ever do run again, I strongly suggest you go witness at least a day of it. There is nothing like the spectacle of 4 plumes of steam exchaust, and snow flying from the rotary.
I thought I had seen it all, but when the Rotary ran in 1991 and I saw it for the first time, I was awestruck. And, you must remember it takes a lot to impress me!
