I'd say those eight you refer to will keep quite a few people employed full time, as in-service chooches aren't exactly maintenance-free ;-)
Seriously, eight locomotives rotating in and out of service (should we ever get there) would more than cover our traffic needs. D&S can handle four trains a day by keeping six locos in the pool. Trains would be going up Cumbres like streetcars to require ten.
Not that trains going up Cumbres like streetcars would be a bad thing . . .
